Do you need TikTok ads: who they suit and who they don't

An honest look at TikTok ads: who they suit, who they don't, the minimum budget TikTok sets and how to judge them by leads, not by views.

Every time TikTok makes the news, business owners ask: maybe we should be there too? The answer depends not on fashion but on what you sell, to whom, and on what budget. Below are five checks to run before you spend the first hryvnia, and an honest note on where sources do not agree.

We are not promising that TikTok will or won’t work for you. This is a list of questions you can answer yourself in half an hour. We re-read the TikTok help pages and the reach overview on 18 October 2026. Where there is no official answer, we say so.

1. It is no longer “just for teenagers”

According to ad-account estimates as of 1 January 2026, TikTok reaches about 21.5 million people aged 18 and over in Ukraine. That is second place after YouTube. For comparison, Facebook has 9.7 million in the same overview (and lost almost a million in a year), and Instagram has 13.2 million. These figures come from a review by the Ukrainian agency UAMASTER digital, reported by Forbes Ukraine. It also says TikTok is the only large platform where men outnumber women.

Now the caveat the authors made themselves. There is no independent research, the numbers come from ad-account forecasts, and those can overstate reach. TikTok ads have only been available in Ukraine again since April 2025, so there is little history. Other overviews give different estimates, from 17 to 23 million. There is no single number, so we took one source with a date.

And most important: reach is not sales. Lots of people being on the network does not mean they buy in your niche.

Check it yourself. Open TikTok and search for your service or product. Are there videos? Are there comments from people asking the price or writing “where to buy”? If the niche is empty, that can be an opportunity or a sign that people simply don’t buy here.

2. It suits you if you sell across all of Ukraine

An online shop with delivery, an online service, a course, a chain in many cities. For this kind of business, showing ads “to the whole country” is not a drawback but the norm. A customer in Dnipro can order from you just as easily as one in Kyiv.

One more detail from the same overview: if your product is “for him” (tools, car accessories, gadgets), the male majority in TikTok’s audience is an argument for the channel. It is the picture for the whole country, not a guarantee for your product.

Check it yourself. Can a customer from another city buy from you without visiting? If not, read the next section.

3. It doesn’t suit you if customers come only from your city

A car service, a beauty salon, a coffee shop, a dentist. The picture here is complicated, so we split it in two.

What practitioners say. Agencies in 2025 reviews write that in Ukrainian TikTok ad accounts you can choose only the whole of Ukraine, with no cities or regions. Cities used to be available, but they were removed in 2022. Then a local business pays for impressions to people who will never reach it.

What TikTok’s help says. The page on available locations says the options depend on the country where the ad account is registered. We did not see a row for Ukraine there because the table would not open. So we have neither official confirmation nor denial.

Do this: before paying, open the audience settings in your account and see whether you can pick a city. If you cannot, TikTok ads for a local business will work at most for awareness, not for leads. Local customers are better reached where they search nearby: in Google search ads and on Maps. How we do that is in the section on search advertising.

4. It doesn’t suit you if the budget is “to try it out”

Many people think: I’ll spend 3,000 to 5,000 hryvnias and see if it makes sense. It won’t work like that with TikTok, because the platform sets a minimum itself. According to TikTok’s help page on budget, the daily budget at campaign level must exceed 50 dollars, and at ad group level 20 dollars. For an ad group with a lifetime budget, the minimum is the number of days multiplied by 20. For example, for a 31-day month that is from 620 dollars for one ad group. The page is in English; we found no Ukrainian version.

Simple multiplication of 50 by 30 gives about 1,500 dollars a month per campaign. That is our own calculation, the help page has no such figure.

Sources disagree. Some 2024–2025 blogs name a minimum of 20 dollars, others write in hryvnias (200 to 500). We took TikTok’s help as the base, but the numbers can change, so check them in your own account.

There is also a trap. Do not set a budget “for the whole period” instead of a daily one. According to practitioners’ reviews, such a budget in TikTok can be spent in a day or two. A daily budget is easier to control.

Check it yourself. Are you ready to spend that amount without knowing the result? If not, it is better to first invest in a channel already known to bring leads.

5. It doesn’t suit you if nobody can shoot videos

TikTok advertising relies on short videos. It is not a banner with a product photo but a clip that a person can scroll past in a second. If nobody can shoot, you pay for showing a lifeless picture.

Before launching, answer two questions. First: do you have 3 to 5 ready videos about your product or service? Second: is the TikTok pixel installed on your site? It is a piece of code that, according to TikTok’s help, sends events from your website to TikTok. Without it the platform cannot see who left a request and cannot learn to find similar people. According to agency reviews, the objective for collecting leads will not even turn on without the pixel. We did not verify this in the help, so ask your contractor to show it in the account.

The pixel is added to a site like any other counter: through Google Tag Manager or the site’s code. What else should be on the site is in our checklist for owners.

6. How to test it without burning money

This is the most important part. Do not judge TikTok by views and likes. Count leads in your CRM or spreadsheet, as we described in the article on what your ads count as a lead.

Now patience, and again there are two opinions. TikTok’s help page on the learning phase says volatility starts to decline after about 25 campaign results or 7 days from when the campaign enters the learning phase. Agencies advise longer: two weeks and about 50 conversions. The difference is easy to explain: TikTok describes when results become more stable, while practitioners want more data to draw conclusions.

Hence the practical advice: do not switch the campaign off on day three. The help asks you not to pause campaigns and ad groups during the learning phase and not to make changes that restart it. The general logic of how long to wait is the same as for other channels: what happens week by week.

From our practice

The most common mistake with a new channel: it is judged by what is visible in the ad account (views, clicks) and not by what reached the CRM. Before launch, we advise agreeing on one thing: what exactly you count as a lead and where you count it. This is the experience of our work, not statistics.

Summary: five questions before launch

  1. Can a customer buy from you without visiting your city?
  2. Does the account let you pick a city (if you work locally)?
  3. Are you ready to spend more than 50 dollars a day per campaign without knowing the result?
  4. Is there someone to shoot 3 to 5 short videos, and is the pixel on your site?
  5. Do you have a way to count leads in the CRM rather than views?

If the answer to at least two questions is “no”, TikTok is not your channel yet. That is not a verdict; it is simply more profitable to strengthen what already works first.
